Reducing body fat preferentially seems like a good idea -- around the belly or butt for example. However, fat loss does not really work that way. Allowing for genetics and even gender, fat loss occurs more or less all over the body in response to a calorie deficit.
Even so, you can build muscle preferentially (just take a look at the big forearms of some elite tennis players), so what you can do is lose fat and build muscle in a spot like the abdominals to optimize your overall appearance -- and get those good-looking abs.
